Live comments from the CCP Summer Conference 2013

Tomaso Duso (DICE) posed the question of how to measure competition policy. He introduced different empirical methods of assessing enforcement of competition policy providing examples from his own analyses mainly in mergers (e.g. the Waterstones/Ottakers merger). He used single and cross-case analysis based on work done for competition authorities to conclude  that different methods can be used to answer different questions. Furthermore institutions matter, although there is still much to do in understanding the relationship and convergence between courts, competition authorities and different agencies.
