Laurent Warlouzet (Universite d’Artois, Marie Curie Fellow, LSE) discussed the reasons for the emergence of a strong EU institutional competition policy. He charts the progressive development of institutional competences by analysing the historic debates from the build-up to Regulation 17/62 on cartels to the ATR/De Havilland merger decision in 1991 which was banned following disputes between Brittan and Delors.
